TOWN BOARD MEETING FOR WATERFORD
UNAPPROVED/UNOFFICIAL MINUTES FOR FEBRUARY 8, 2010
6:00 PM AT TOWN HALL

1. Town Board meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Gauerke, Baumgart, Block, Kacmarcik, Attorney Dubis and residents of the Town.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Printed Minutes: Baumgart motioned to approve the Town Board meeting minutes dated January 11, 2010 and the special minutes dated January 15, 2010 as printed, seconded by Kacmarcik. Block noted that she was excused as opposed to absent, change will be made. All in favor. Motion carried.
4. Treasurer Report/Payment of Claims- Block motioned to approve the claims as presented, seconded by Kacmarcik. Motion carried. Chairman Langmesser read the Treasurer's report.
5. Correspondence: Woods of Stillwater Letter of Credit Reduction Request- Discussion followed. Concerns were expressed over some items as well as the Town would be retaining enough information. Gauerke motioned to postpone to March Town Board, seconded by Baumgart. All in favor. Motion carried.
6. Committee Reports:
(a) Police Dept. Report-Chief Ditscheit reported that they have instituted a "Ride Along Program". This will give the public a better understanding of what an officer does. Chief also noted that there was a rash of burglaries but the suspects are with known of in custody.
(b) Tichigan Vol. Fire Co. -Dave Wagner reported 13 calls for the month of January. A snowmobiler was involved in an accident and was located via his cell phone.
(c) Waterways Committee- Dick Kosut, no report.
(d) Park- None
(e) Road Dept. - None
(f) Town Planning Recommendations-
" Conceptual Conditional Use Permit- Freedom Fireworks, Tom Hein- Gauerke motioned to approve for discussion purposes ONLY, seconded by Block. (Gauerke later rescinded his motion). Hein indicated that he spoke with Lee Greivell who informed him to have a licensed electrician bring everything up to code and then he would inspect. Gauerke noted that a reference from the Assistant Atty. General dated in 2007, a Class C indication was no longer valid. Hein indicated that it is now called 1.4g. He would only sell 1.4g fireworks. Gauerke indicated that he wanted to see a complete list of the items to be sold. Hein noted that the names change frequently. Hein also noted that they will not be selling to minors. Dubis stated that the board could approve a probationary permit subject to revocation without cause. Langmesser motioned to approve a probationary permit for one year and completion of inspections as well as inspections by the Chairman and Chief, seconded by Kacmarcik. Vote taken: 4 in favor, 1 (Gauerke) opposed. Motion carried. Item will be on March Town Board meeting.
" Discussion regarding temporary structures- Dubis indicated that the building inspector had informed him that these types of structures would not pass the Uniform Building Code. Item will be on March Planning Commission.

Block motioned to adjourn the meeting at 6:50 PM, seconded by Baumgart. Motion carried.
