TOWN OF WATERFORD SANITARY DISTRICT NO. 1

APPROVED MINUTES

November 11, 2009

Commissioner Gerard called the meeting to order at 4:30 p.m.

Present: Commissioners Gerard, Hinz, and Ciesielski
Absent: None
Also Present: Lynn Tamblyn, WRCSD; Jim Schilling, Elder Care Cottages of Wisconsin; Dave Scott, M&I; Norm Nelson, Operations Assistant; Duane Erickson, Operations Superintendent; and Debbie Nelson, Administrator

Hinz motioned to approve the minutes from the October 14, 2009 Public Hearing on 2010 Budget as printed, seconded by Ciesielski. All in favor. Motion carried.

Ciesielski motioned to approve the minutes from the October 14, 2009 meeting as printed, seconded by Hinz. All in favor. Motion carried.

Tamblyn did not have anything to report for WRCSD.

Administrator Nelson had submitted a draft newspaper article to be placed in the Waterford Post for the commissioner's review. Hinz motioned to place the article as written in the next issue of the Waterford Post, seconded by Ciesielski. All in favor. Motion carried.

Administrator Nelson explained that at a previous meeting Jim Schilling discussed what he felt to be excessive engineering fees charged by Ruekert-Mielke for The Woods of Stillwater development. Nelson was asked by the commissioners to follow-up on his concerns. An e-mail sent to Peter Muth of Ruekert-Mielke regarding these fees along with requesting the projected engineering fees for the Elder Care Cottages of Wisconsin and Muth's response was provided to Jim Schilling and the commissioners.

Administrator Nelson presented a letter to the district from Jim Schilling dated June 01, 2009 requesting parcel #016-04-19-12-017-000 be included in its entirety in the WRCSD boundaries, a letter to the district dated November 05, 2009 from Town Clerk Tina Mayer with approved/official minutes from the July 06, 2009 Planning Commission Meeting and August 10, 2009 Town Board Meeting stating the town had conditionally approved the proposed development, and a letter Nelson drafted from the district to WRCSD requesting this parcel be included in its entirety into the WRCSD and SEWRPC boundaries. Hinz motioned to approve the letter from the district without change to WRCSD, seconded by Ciesielski. All in favor. Motion carried. Gerard signed the letter.

Dave Scott explained that he had previously met with Gerard and Administrator Nelson to discuss the Certificate of Deposit the district has with M&I and what they were looking to achieve upon its renewal. Scott handed out a table he had prepared for the laddering of six (6) CD's and discussed how this would benefit the district. Ciesielski motioned to accept the Certificate of Deposit ladder as presented, seconded by Hinz. All in favor. Motion carried.

Gerard complimented Norm Nelson for passing the exam to obtain his plumbing inspectors certification. He went on to say it is a great step for the district and keeps us independent from hiring outside inspectors. Nelson received a round of applause for his accomplishment.

Gerard presented two seminars he would like to see Norm Nelson attend. Gerard explained that for years Erickson has attended schooling, conferences, and seminars and would like Nelson to do some catching up. He suggested that Nelson obtain his Wastewater Operators license along with any other schooling to advance his education for the benefit of the sanitary district. Gerard motioned to send Norm Nelson to the Workplace Safety & OSHA Compliance and How to Supervise People Seminars, seconded by Hinz. All in favor. Motion Carried.

Gerard researched lateral inspection fees that are currently being charged and feels that the district could certainly increase its fees from the current $75/inspection to $150 for the initial inspection and $75 for each re-inspection. Ciesielski motioned to approve the increase in lateral inspection fees to $150 for the initial inspection and $75 for each re-inspection, seconded by Hinz. All in favor. Motion carried.

Administrator Nelson provided the commissioners with the Advisory Notice to Policyholders sent by Continental Western Group along with information from Sue Donnelly of Steffens Insurance regarding the uninsured and underinsured motorists coverage. Discussion ensued with Hinz making a motion to hold this matter over until next month so more information can be independently obtained, seconded by Ciesielski. All in favor. Motion carried.

Erickson did not have anything to report for O&M.

Administrator Comments:
" Congratulations went to Norm Nelson on obtaining his plumbing inspectors certification.
" The 3rd quarter bills were sent out the end of September, 266 certification notices were sent out October 15th, on November 1st a 10% certification penalty was assessed on any delinquent balances prior to September 1st in the amount of $6,209.58. On November 15th any remaining delinquent balances will be placed on the tax roll.
" Kelly Crawford is still doing remarkable in college and is looking forward to Thanksgiving when several of her classes will be over.

Accounts payable were approved on a Hinz/Ciesielski motion. All in favor. Motion carried.

Hinz motioned to adjourn to closed session pursuant to Wisconsin State 19.85(1)(c) to consider personnel matters, seconded by Ciesielski. Roll call of Commissioners: Hinz aye, Ciesielski aye, Gerard aye. Meeting adjourned to closed session at 5:45 p.m.

Hinz motioned to return to open session at 7:55 p.m., seconded by Ciesielski. All in favor. Motion carried.

Hinz motioned to notify the operations personnel that daily logs are to be jointly compiled and turned in weekly to the Administrator along with a calendar/planner of daily tasks which will be initialed upon completion effective January 01, 2010, seconded by Ciesielski. All in favor. Motion carried.

Hinz motioned to adjourn at 7:57 p.m., seconded by Gerard. All in favor. Motion carried.
