TOWN BOARD MEETING FOR WATERFORD
UNAPPROVED/UNOFFICIAL MINUTES FOR OCTOBER 12, 2009
6:00 PM AT TOWN HALL

1. Town Board meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Gauerke, Baumgart, Block, Kacmarcik, Attorney Dubis and residents of the Town.

2. Chairman Langmesser led the Pledge of Allegiance.

3. Printed Minutes: Kacmarcik motioned to approve the Town Board meeting minutes dated September 14, 2009 and special meeting minutes dated September 9 and September 14th, 2009 as written, seconded by Gauerke. Motion carried.

4. Treasurer Report/Payment of Claims- Kacmarcik motioned to approve the claims as presented, seconded by Block. Motion carried. Langmesser read the treasurers report. Supervisor Block noted that CITGO was charging the town late fees when the town and Chief Ditscheit has requested that CITGO change their billing date for the town so bills are received prior to Town Board. Langmesser suggested that the business owner be told of what is going on and have him address CITGO.

5. Correspondence: None

6. Committee Reports:
(a) Police Dept. Report- Chief Ditscheit reported that the police dept. participated in the walk to school day. Ditscheit also spoke about the intergovernmental agreement. Chief assured the board members that both the schools and the Village would be providing all insurance that would be required. (Mayer, in past conversations with Chief, wanted to make sure that the town would not be opening up its "window" of liability). Supervisor Kacmarcik motioned to approve the agreement as presented by the Chief subject to review by Attorney Dubis, seconded by Gauerke. All in favor. Motion carried.
(b) Tichigan Vol. Fire- Dave Wagner noted 13 calls for September. Three volunteers, including Wagner, will be attending a two day school at the National Fire Academy.
(c) Waterways Committee- Dick Kosut read resolution 2009-02 adopted September 17, 2009 that acknowledges the support given by the Town of Waterford board members and commissioners.
(d) Park- Chairman Langmesser noted that the Lions club donated $2000 for netting at Jensen Park.
(e) Road Dept. - Langmesser noted he needed approval to apply for the LRIP grant. Supervisor Block motioned to approve the application for the 2010-2011 LRIP program, seconded by Supervisor Gauerke. All in favor. Motion carried.
(f) Town Planning Recommendations- Pier Permit- Waterford Woods Property Owners Assoc., Beachview Ln. - Supervisor Gauerke motioned to accept planning commission approval, seconded by Supervisor Block. 4 in favor, 1 abstained (Kacmarcik is a member of the WWPOA). Motion carried.
" CSM- Himebauch, 34422 High Dr. - Langmesser again asked if both parties would be willing to deed restrict to no further land divisions. Both Luann and Traci Himebauch indicated they were. Supervisor Gauerke motioned to approve as indicated by the planning commission minutes, seconded by Supervisor Block. All in favor. Motion carried.

7. Old Business:
(a) Animal Waster Ordinance- Supervisor Baumgart felt this should apply only to private residences. Clerk Mayer noted that she has received complaints from residents where by their neighbors were allowing their pets to defecate on other properties and not cleaning up after them. Supervisor Block to meet with Attorney Dubis.

8. New Business: None

Forthcoming events- None

Supervisor Kacmarcik noted that on October 13th the Racine Co. Multi-Jurisdictional Comprehensive Plan for 2035 goes for final approval before the County Board.

Supervisor Kacmarcik motioned to adjourn the meeting at 6:30 PM, seconded by Supervisor Block. All in favor. Motion carried.
