BOARD MEETING FOR WATERFORD
UNAPPROVED / UNOFFICIAL MINUTES FOR FEBRUARY 9, 2009
6:00 PM AT TOWN HALL
1. Town Board meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Gauerke, Kacmarcik, Baumgart, Block, Attorney Dubis and residents of the Town.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Printed Minutes: Kacmarcik motioned to approve the Town Board meeting minutes dated January 12, 2009 and special minutes December 8, 2008 and January 12, 2009 as printed, seconded by Gauerke. Motion carried.
4. Treasurer Report/Payment of Claims- Block motioned to approve the claims as presented, seconded by Kacmarcik. Motion carried. Langmesser indicated that the Treasurer had a baby and therefore no report.
5. Correspondence: None
6. Committee Reports:
(a) Police Dept. Report- Chief Ditscheit made presentations to three citizens who saved the lives of William Koch and John Roch after they fell through the ice. Mr. Koch felt he wouldn't even be here without the help of Michael Massman, Gregory Plantz and Richard Kass. Plaques were awards to these three citizens for their selfless acts of bravery. Chief also noted that a letter of Commendation went into the file of Officer Mike Geiger for his response to this incident.
(b) Waterways Committee- Dick Kosut noted that the next meeting will be February 21st at the Town Hall.
(c) Park- No Report
(d) Road Dept. - No Report.
(e) Tichigan Vol. Fire Co. - Todd Bluhm stated they had 22 fire and 14 EMS calls for the month of January. In the process of getting new ice water equipment. Going through an officer selection process. Chairman Langmesser brought up the heating concerns at fire #2. Town even went to thermal heating, insulated the roof, etc. He suggested placing Styrofoam on the block walls. Costing too much to heat and may have to be shut down.
(f) Town Planning Recommendations-
· Rezone & Preliminary CSM- Ketterhagen, 32106 High Dr. - Gauerke questioned if Mr. Ketterhagen had the letter from Racine Co., he stated that the did not nor did he have the actual CSMs. Gauerke motioned to table both of these approvals for the rezone and CSM until such time as Mr. Ketterhagen as all the required documentation as indicated in the Planning commission minutes, seconded by Kacmarcik. Dubis noted that we had a problem with a parcel last year whereby the owners were to deed to family which was not done. Dubis noted that the town will need a recorded deed indicating that the land in fact went to family. Ketterhagen would like to maintain 50% interest in the lots. Dubis noted that there was nothing specific on these either by County or the Town. Ketterhagen is concerned about deeding over to his children completely as he doesn't want them to sell, it is meant for them to build on. Motion carried.
· Farm Drainage Dist. #1- Possible creation of a stormwater management district. Item will be on March Planning Commission.7. Old Business:
(a) Ordinance regarding tree removal- Dubis indicated that he was met and spoke with Supervisors Baumgart and Block. Baumgart questioned if a farmer who has ample acreage, cut a tree down to heat his home, would a permit be required. This is a new question that hasn't been raised yet. Dubis stated that yes this would apply to the farmer. The purpose of this ordinance is to prevent lot clearing and applies to only larger parcels and imposes limits. Chris Bernau, 7437 Pleasant Rd., questioned about a farmer clearing a fence line. Board would like to see the ordinance to include only those in the Primary Environmental Corridor. Supervisors Baumgart and Block to meet with Dubis. Currently there is no enforcement without an ordinance. Ordinance to exclude farm activity and apply only to PEC of 5 acres or greater. Item to be on the March Town Board meeting.8. New Business:
(a) Post-construction storm water management zoning ordinance and application for permit- Gauerke indicating that there would be no land disturbance without a permit and Town Board approval; can not change the integrity of the stormwater drainage system in a development.
(b) Construction site erosion control ordinance and application for permit- Gauerke gave some background to this ordinance as well as some highlights to the ordinance. Gauerke motioned to approve the construction site erosion control ordinance and permit application and the post-construction storm water management zoning ordinance and permit application, Dubis noted that there will most likely be changes over time as this is a far reaching ordinance, seconded by Kacmarcik. Dubis noted that there is no specific definition as to what parcels are going to require this or not. There is a waiver section included. Duane Luick, 28904 Beach Dr., questioned who would enforce these ordinances. Dubis indicated the building inspector and Langmesser also noted the town engineer would also enforce these ordinances. Motion carried.
Forthcoming events- Dick Kosut, on behalf of WWMD, thanked the board for all their work in protecting the waterways.
Supervisor Gauerke motioned to adjourn the meeting at 7:05 PM, seconded by Supervisor Block. Motion carried.Respectfully submitted,
