UNAPPROVED/UNOFFICIAL MINUTES
1. Planning Commission meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Langmesser, Schmidt, Ranke, Gerard, Derse, Szeklinski, Draskovich, Attorney Dubis and Residents.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Derse motioned to approve the March 2, 2009 meeting minutes as written, seconded by Schmidt. Motion carried.
4. Correspondence-
5. Rezone & CSM- Ketterhagen, 32106 High Drive- Applicant stated he wanted to split the land as proposed and title the lots in both his and his children's names. Draskovich motioned to approve the rezone to A-1 and approve the CSM as submitted contingent upon the applicant titling the lots in his and his children's names and getting copies to the Town within 60 days. Seconded by Derse. Motion carried.
6. Pier Permit - Moser, 30814 Kramer Drive- Discussion took place on the location of the neighboring pier at 4623 Caley Ct. recently purchased by Damien Adams. The pier at 4623 Caley Ct. was registered by the previous owner in 1991 but the applicant feels the pier is in his riparian rights and hinders him from having a pier. Damien Adams, 4623 Caley Ct., stated he had purchased the property with the pier on it and feels that according to DNR guidelines the pier is legal. Gerard motioned to approve the pier as shown for Moser, seconded by Derse. Jeff Halbach, 31601 High Drive and owner of Rivermoor C.C., stated he was not opposed to the pier but did not want any damage done to the pumps that he has on that property. Halbach explained that the Country Club has an easement on the property for the pumps. Adams stated that Moser should have to follow the pier regulations also and that he will not be able to legally have a permanently moored boat on the pier. Motion carried.
7. Special Event Camping Request- Hoppe, - Applicant stated she would like to have camping for the FISH concert at Alpine Valley. The camping would be for the 19th - 22nd of June with the first and last days for arrival and departure, only 2 days there would be actual camping. Larry Gabryziak, 32747 Sunburst Ct., asked about requirements/regulations. Applicant stated there were State and County regulations she had to follow. Gerard motioned to approve request contingent upon applicant paying the $1,000 fee to the Town and that the applicant follow all county regulations and that it is approved by the Town of Waterford Police Chief, seconded by Draskovich. Motion carried.
8. Shore land Contract Report- Gerard reported one shore land that was for a shore yard permit for a patio and that they will have to come in for a pier permit.9. Announcements/Discussion-

TOWN BOARD MEETING FOR WATERFORD
UNAPPROVED/UNOFFICIAL MINUTES FOR APRIL 13, 2009
6:00 PM AT TOWN HALL1. Town Board meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Gauerke, Block, Baumgart Attorney Dubis and residents of the Town. Supervisor Kacmarcik was excused.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Printed Minutes: Block motioned to approve the Town Board meeting minutes dated March 9, 2009 as printed and the special meeting minutes dated March 6th, 9th, 20th and 27th 2009, seconded by Baumgart. Motion carried.
4. Treasurer Report/Payment of Claims- Block motioned to approve the claims as presented, seconded by Gauerke. Motion carried.
5. Correspondence: Langmesser read a letter from the Village of Waterford inviting the Town to join for project Clean Sweep. Langmesser stated the grant covers 75%. Block stated she would consider doing if a dollar amount could be estimated. Langmesser stated he thought the Town had done a similar program through the DNR and it was no cost to the Town. Langmesser will contact the DNR.
6. Committee Reports:
(a) Police Dept. Report- Chief Ditscheit reported the monitored team night at Washington School went well and that a part-time officer will be offering an internet safety course for both the students and parents. Ditscheit requested that the board schedule a meeting to interview the potential part-time officer.
(b) Waterways Committee- Dick Kosut noted that as of today, there have been 5 requests for spraying. There have been more requests for dredging than spraying. The next meeting is April 18, 2009. Langmesser asked about picking up garbage floating in the marsh and water. Kosut indicated that CAUSE usually handles this matter.
(c) Park- Tichigan Lions Club gave the park $2000 for a back stop at Jensen Park. Langmesser will put on a future agenda for the town purchasing another back stop for the other diamond.
(d) Road Dept. - Langmesser noted that the bids were opened for both roads and seal coating.
(e) Tichigan Vol. Fire Co. - Todd Bluhm noted 21 alarms. Blood drive is coming up soon. Bluhm explained sponsorship for the Wind Lake Cub Scouts.
(f) Town Planning Recommendations-
" Rezone & CSM- Ketterhagen, 32106 High Dr.- Gauerke motioned to approve seconded by Block contingent of Attorney Dubis reviewing the wording of no further land divisions and the applicant titling the lots in his and his children's names and getting copies to the Town within 60 days. Motion carried. Ketterhagen expressed concern about the 60 days since he needs approval from the Village of Waterford due to extraterritorial jurisdiction. Block suggested if the applicant needs more than 60 days, he is to come back before the board and request an extension.
" Pier Permit- Moser, 30814 Kramer Dr.- Moser indicated that he spoke to Damien Adams, pier neighbor, and they decided that they could share a pier for one year. Gauerke noted the letter of disapproval from James Graf, 4720 Fairway Dr. requesting that Moser redraw the pier with the inlet box drawn on and have the Country Club agree with the placement. Gauerke motioned to approve the pier permit application for Moser and allowing to share with Adams for one year and Adams pier to be removed by May 1, 2010 and the pier permit fee would be waived for Adams once he re-applies, seconded by Block. Motion carried.
" Special Event Camping Request- Gauerke read an email from Julie Anderson noting improvements that need to be made. Chief Ditscheit met with Hoppe and stated that he didn't think the town has enough police coverage. Hoppe indicated that there was a court order that County is to allow her one of three choices, special event; conditional use; or permanent camping. Gauerke read the history of Hoppe's camping requests and the history of arrests that were made one year after a Phish concert. Block stated she would like to see Hoppe rectify all the concerns with County. Don Paynter, Hill Valley Rd. noted that he has never had a problem with trash, trespassing or noise. Baumgart motioned to approve the request subject to both State and County written approval. Vote taken: 3 in favor; 1 opposed (Gauerke). Motion passed.

(a) Fence Viewers for Paynter/Hoppe- setting a time, and date- Matter is between Don Paynter and Bernard Hoppe were both present. Hoppe did indicate that he was not opposed to paying half if the fence is placed where is should be. Paynter noted that there is an ongoing dispute regarding the property lines. Langmesser motioned to appoint Harold Ranke and Merton Bucholtz as the fence viewers and that the matter be settled no later than May 30, 2009, seconded by Block. Motion carried.
(b) Christopher Dzik- Request for a temporary ban regarding on street parking- Block motioned that from April 15, 2009 to October 30, 2009 parking is allowed on the west side of N. Tichigan Rd. for the first 200 feet south from N. Lake Rd. south, seconded by Gauerke. Motion carried.
(c) Resolution- Authorizing submittal of an urban non-point & storm water (unps & sw) planning grant application to the Wisconsin DNR- Langmesser gave an explanation to the resolution. He noted that he was opposed due to the costs and the scope of the project. Block stated she wasn't in a position to involve the Town based on the limited information, Baumgart motioned to deny approval of the resolution, seconded by Block. Motion carried.

Chairman Robert Langmesser called the meeting to order on April 14, 2009 at 6:00 PM.
Present: Supervisors: Baumgart, Block, Gauerke, Atty. Dubis, residents (17) and 1 reporter: Erla Mae Claremont. Supervisor Kacmarcik was excused.
Supervisor Baumgart motioned to approve the annual minutes from April 8, 2008 as written, seconded by Supervisor Gauerke. Motion carried.
Susan Skalla, 4515 Riverside Rd. thanked the board for all they do. Susan also requested that there be more police presence both on the water and the roads. She lives in Waterford Woods and stated that there have been many near misses of collisions. She also feels that this should be staggered so no one knows when the police would be present,
Larry Krautkramer, 5858 Deer Rd. stated that he wants Deer Rd. fixed. Langmesser indicated that the town has already completed the road bids for 2009 but would put in Deer Rd. for the 2010 road bids. He also questioned when the trees on Hill Valley Rd. be trimmed back.
Leroy Zierath, 6628 Canal Ln. requested that the town install an overhead light over the intersection of Beach and Canal. He also questioned if there was federal money to fix the bridge by him. Langmesser indicated that there is a County Bridge Aid but this project does not qualify. Langmesser indicated that there are a lot of grants but they are not geared towards towns.
Duane Luick, 28904 Beach Dr. congratulated Don Baumgart on his election win. Luick questioned why homes on the water are assessed more than those that are not. Tina Mayer, Clerk, indicated that they are the homes that are selling way above assessed values and the re-val was based on market value. Clerk indicated that she had a list from Kathy Romanak, Assessor, that has the homes that have sold since the re-val and all have sold at or way above her assessments.
