PLANNING COMMISSION MEETING

MARCH 5, 2007 at 6:00 PM

UNAPPROVED/UNOFFICIAL MINUTES

1. Planning Commission meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Langmesser, Ciesielski, Schmidt, Ranke, Gerard, Derse, Sohr and Residents.

2. Chairman Langmesser led the Pledge of Allegiance.

3. Ciesielski motioned to approve the February 5, 2007 meeting minutes as written, seconded by Derse. Motion carried.

4. Correspondence- None

5. CSM - Steenweg, 28713 Wood Dr.- Applicant stated that he had dropped off the revised copies because the County wanted to see the building envelope. Dubis stated that although Racine County’s letter stated that the division would fall within the Town’s Land Use Plan, his division would fall below the Land Use requirement. Derse motioned to recommend denial due to the presented division not falling within the Town’s Land Use Plan, seconded by Schmidt. Motion carried. Gerard motioned to approve the CSM contingent upon the applicant adding 9,000 sq. ft. to lot one and the applicant supplying a new drawing by the next meeting, seconded by Derse. Motion carried.

6. Conceptual CSM- Ranke, – Harold Ranke stated that he would like to sell the buildings with 5-10 acres depending on what the buyer is interested in. Ranke stated that the rest of the parcel will remain agricultural and will continue to be “worked”. Commission stated they were ok with the concept.

7. Final Plat- The Woods of Still Water, Beach Dr.- Langmesser asked Jim Schilling if he had talked with the fire department. Schilling stated that he had and that he had also met with Atty. Dubis and Crispell-Snyder and everybody was satisfied with the developer’s agreement. Lee Zierath, 6628 Canal Ln., would like to see the pipe and ditch cleaned along Marcinkowski’s since the concept plan was to reditch Canal Ln. Schilling stated that he does not want anything to do with Canal Ln. and that they were collecting 100% of the water as it was to improve the situation. Schilling agreed to clean out the pipe at the time of construction. Dale Gauerke asked to look at the grading/drainage plans. Schilling will meet with Gauerke whenever he is available. Dubis asked if there was going to be a homeowner’s association. Schilling stated that there was going to be an association, but not going to be incorporated. Dubis will look at the bylaws/covanences. Discussion took place on the pond in which Schilling stated there was going to be a well to help regulate the level. Gerard motioned to recommend approval to the Town Board, seconded by Schmidt. Motion carried.

8. Conceptual Plans/CSM-Baranowski, 28513 E. River Bay Rd.- Dubis stated he had looked into the documents and the property is in a trust, not a will, so the division will be subject to the land division ordinance and a CSM will be required. Applicant is asking to split a 25 acre into a 7 acre and an 18 acre parcel. Dubis stated that the split seems to comply with the land use plan. Commission would like to see both parcels deed restricted to no further land divisions. Commission is ok with the concept of the two parcels as submitted at the previous meeting with the deed restriction of no further land divisions.

9. Shore land Contract Report- 30322 Beachview Ln. Derse and Gerard stated that they did not have any concerns with the shoreland and that they were going to be doing a lot of work to clean up the shoreline.

10. Announcements/Discussion-

Derse motioned to adjourn the meeting at 6:54 PM, seconded by Ciesielski. Motion carried.
