PLANNING COMMISSION MEETING
415 N. MILWAUKEE ST.
AUGUST 6, 2007 at 6:00 PM
APPROVED/OFFICIAL MINUTES1. Planning Commission meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Langmesser, Ranke, Gerard, Derse, Sohr, Szeklinski and Residents. Commissioner Roy Schmidt was excused.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Commission Derse motioned to approve the July 2, 2007 meeting minutes as written, seconded by Szeklinski. Motion carried.
4. Correspondence- None
5. Pier Permit- Hallman, 28913 Fir Ln.- requested location between 7207 & 7215 N. Tichigan Rd.- Questions were raised as to who the actual owner is. George Broenkent, 28940 Fir Ln. indicated that he owned the parcel in question. Rebecca Reyes, (daughter of the Hallman's) 8105 Big Bend Rd. and Phyllis Hallman, 28913 Fir Ln. were told by Attorney Dubis to obtain not only a title search but a title commitment as well. Commissioner Derse motioned to postpone indefinitely, seconded by Sohr. Motion carried.
6. Discussion regarding ownership/pier installation on lot platted as public hwy. north of 7422 Poplar Rd.- Chad DeGroot, 7428 Big Bend Rd. indicated that when he bought his property he was told he could have a pier. Attorney Dubis indicated that this matter was before the Town back in 2003 whereby the applicants were instructed to find out true ownership of this parcel. Randal Martens, 7457 Poplar Cr. was the applicant back in July of 2003. He was also present this evening. Ron Wesell, 7432 Poplar Cr., indicated that he would not want to see a pier installed and noted that the grass has been "scalped" on many occasions. Mr. Wesell also indicated that his family has been cutting and raking this parcel for quite sometime. Commissioner Derse noted that the residents should obtain not only a title search but a title commitment as well. No action was taken by the commission.
7. Shore land Contract Report- Commissioner Derse reported on the 2 shoreland applications for L & T Development and motioned that the Town engineer review the ponds that are in the final plat as they are in question by Racine County, and at the applicants cost, seconded by Gerard. Motion carried. Commissioner Derse also noted a shoreland contract applied for by Kenneth & Kim Quandt, 4601 Riverside Rd. It was noted that the applicants will be changing the current runoff and therefore Commissioner Derse motioned that the Town engineer review runoff at the applicants cost, seconded by Commissioner Sohr. Motion carried.

Commissioner Derse motioned to adjourn the meeting at 6:50 PM, seconded by Commissioner Sohr. Motion carried.

TOWN BOARD MEETING FOR WATERFORD
APPROVED/OFFICIAL MINUTES FOR AUGUST 13, 2007
6:00 PM AT TOWN HALL1. Town Board meeting was called to order at 6:00 PM by Chairman Langmesser. Present: Gauerke, Baumgart, Block, Attorney Dubis and residents of the Town. Supervisor Kacmarcik was excused.
2. Chairman Langmesser led the Pledge of Allegiance.
3. Printed Minutes: Baumgart motioned to approve the Town Board meeting minutes dated July 9, 2007 as written, seconded by Block. Motion carried.
4. Treasurer Report/Payment of Claims- Block motioned to approve the claims as presented, seconded by Gauerke. Motion carried.
5. Correspondence: None
6. Committee Reports:
a Police Dept. Report- Sergeant Johnson reported 855 calls and contacts for the month of July. Johnson reported that the water patrol is seeing less traffic now that Dooley's Knot Inn is closed. Langmesser would like Sgt. Johnson to re-evaluate the water patrol scheduling.
b Waterford Waterways Management District- John Bostrom noted that the annual meeting is Saturday, August 18, 2007 at the Waterford Union High School. Riparian owners may begin registration at 9:00 AM.
c Park- None
d Road Dept. - Langmesser reported that the Town bought a paint sprayer and have saved a lot of money not using the Racine Co. highway department.
e Town Planning Recommendations-
§ The Town Board took no actions on the pier permits for Hallman, 28913 Fir Ln. or regarding a pier north of 7422 Poplar Cr. Supervisor Gauerke noted that the Town engineer is reviewing the shoreland contracts for L & T Development and will review the shoreland contract for Quandt once the Town receives notice that the applicant will incur all costs. Clerk Mayer indicated that she had let the Building Inspector know not to issue any permits as of yet.7. Old Business:

(a) Chairman Langmesser read a letter from Dan and Orla Guzlecki indicating that they have resigned from the SE WI Fox River Commission. Chairman Langmesser thanked the Guzlecki's for all their hard work and will be greatly missed. Chairman Langmesser is looking for appointees and anyone interested should forward a resume to the Town Clerk's office.
(b) A Procedural Guide for Approving New Subdivisions- Supervisor Block indicated that she had worked with Attorney Dubis regarding this guideline. Block motioned to accept the Procedural Guide for Approving New Subdivisions as presented, seconded by Supervisor Gauerke. Motion carried.
(c) Ordinance creating a Pre-Development Agreement with the Town of Waterford- Supervisor Block motioned to approve the ordinance creating a Pre-Development Agreement with the Town of Waterford, seconded by Gauerke. Motion carried.
(d) Resolution opposing proposed revisions to NR115, Wisconsin's Shoreland Management Program- Chairman Langmesser indicated that Supervisors Baumgart and Kacmarcik and himself attended the WTA meeting on August 7th where there was a discussion regarding NR115. Chairman Langmesser indicated that these proposed revisions will be very detrimental to lake communities. Supervisor Baumgart motioned to approve the resolution opposing proposed revisions to NR115, Wisconsin's Shoreland Management Program, seconded by Supervisor Gauerke. Motion carried.
(e) Bartender Licenses- There were no applications to report. Clerk Mayer suggested that the Clerk work with Sgt. Johnson to complete background checks and that unless a problem arises, the Clerk will issue a license without Town Board approval. Chairman Langmesser noted that Superiors Block and Kacmarcik are to meet with the Clerk as well as Sgt. Johnson to discuss this matter.
Forthcoming events- Supervisor Block reminded the audience that the board will hold a public hearing August 20th at 6:00 pm to discuss the 2035 Land Use Plan. Supervisor Gauerke noted that there will be a meeting August 14, 200 at the Village of Waterford Library Community Room #104 with the WI DOT as a public informational meeting regarding resurfacing Hwy. 83.
