Commissioner Ciesielski called the meeting to order at 4:30 p.m.
Present: Commissioners Ciesielski, Hinz, and Pisarski
Absent: None
Also Present: Lynn Tamblyn, WRCSD; Attorney Christopher Geary, Duane Erickson, Operations Superintendent; and Debbie Crawford, AdministratorHinz motioned to approve the minutes from the January 11, 2006 meeting as printed, seconded by Pisarski. All in favor. Motion carried.
Tamblyn discussed a unique situation regarding tax parcel 23-336-000 presently owned by Scott and Heather Frank. In 1989 this parcel was removed from our District; however it still remains within the WRCSD boundaries. The Frank's are requesting a sanitary permit for a POWTS (private onsite wastewater system) from Racine County. Tamblyn is asking for direction from the Commissioners as to how they would like him to approach this matter at the WRCSD March meeting. Since the property is still within WRCSD boundaries, their Commission could vote to have this parcel hook-up to the sanitary sewer system if reasonably available, or it could refrain from taking any action. After discussion ensued the Commission decided to see what the WRCSD Commission decides at their March meeting and have Tamblyn report back.
Geary handed a copy of the re-codified ordinances to each Commissioner for their review. This matter will be held over until the April meeting to allow the Commissioner's time to read it.
Erickson presented the roof bids for the sanitary district garage as follows:
· Waukesha Roofing $27,507
· Winding Roofing Co., Inc. $31,886
· SRS Roofing & Sheet Metal $27,968Hinz motioned to accept the bid from Waukesha Roofing in the amount of $27,507 with a ten (10) year warranty, seconded by Pisarski. All in favor. Motion carried.
Pisarski explained that he met with Crawford to discuss the District's funds; how much we had in the LGIP and local accounts and the interest rates we were receiving on the various accounts. Letters were sent to three local banks requesting information on their interest rates for the general checking and money market accounts, security box rates, and CD rates. Also discussed was the possibility of a user fee increase. These matters will be further discussed at the March meeting when all information is received and compiled.
Erickson asked to attend the 18th Annual Rural Water Technical Conference being held March 29-31st in the amount of $150.00. Hinz motioned to send Erickson to the 18th Annual Rural Water Technical Conference with the room rate not to exceed $100/night, seconded by Pisarski. All in favor. Motion carried.

Account payables were approved on a Pisarski/Hinz motion. All in favor. Motion carried.
Pisarski motioned to adjourn at 6:02 p.m., seconded by Hinz. All in favor. Motion carried.
