Commissioner Pisarski called the meeting to order at 4:30 p.m.
Present: Commissioners Pisarski, Hinz and Ciesielski
Absent: None
Also Present: Lynn Tamblyn, WRCSD; Kelly Crawford; Duane Erickson, Operations Superintendent; and Debbie Crawford, AdministratorCiesielski motioned to approve the minutes from the November 08, 2006 meeting as printed, seconded by Hinz. All in favor. Motion carried.
Tamblyn reported on where WRCSD was on the boundary discrepancy. Tamblyn explained that research in 1988 reflected that when WSD requested to become part of WRCSD there was a boundary description provided to WRCSD which was subsequently approved at a public hearing, was recorded, and then incorporated into WRCSD. Tamblyn states the problem is that the District's engineer will not acknowledge this legal description as there is not any documentation with signatures of any of the Commissioners to validate it. Therefore, according to Tamblyn, the District's engineer is taking the original WSD lines when it was incorporated but prior to the incorporation into WRCSD, which are different lines; subtracted out the fifty-three properties that detached from the District, and added a piece that was along Raab Drive that had been brought in after the fact. Tamblyn spoke with Attorney Geary and states that Geary firmly believes the legal description that was provided by WSD is where the line should be; however, since they are not there is a difference of opinion. Tamblyn continues that Geary agrees that the problem needs to be fixed, however since only the Town can change the boundary lines, the Town either needs to make the document valid or someone needs to come up with the documentation to convince the District's engineer that the WRCSD boundary line is also the WSD line. That being said, Tamblyn said that Attorney Geary would still request the Town be involved even if the proper paperwork is obtained. Tamblyn states that WRCSD cannot change their boundary lines since they are wider than WSD. Ciesielski questioned whether we presently have homes in the sanitary district that are not in the sanitary district with Tamblyn responding there are at least three that he knows of, possibly more. Crawford explained that in her conversation yesterday with Attorney Geary he expressed that the District's engineer had done a good job with his research and seems to have everything in order. She also expressed that it has been a year since the District began trying to obtain maps from their engineer and suggested that perhaps a written letter from Attorney Geary expressing his recommendation as to how to resolve this boundary dispute would be appropriate. Pisarski asked the Administrator to look through the archives to try to find a signed document and request a letter in writing from Attorney Geary on this issue.
Erickson reported under O&M that the warranty on the sanitary district garage roof will now begin after its one year inspection and not from the date of installation.

Accounts payable were approved on a Ciesielski/Hinz motion. All in favor. Motion carried.
Hinz motioned to adjourn to closed session at 4:50 p.m. pursuant to Wisconsin Statue 19.85(1)(c) to discuss personnel matters, seconded by Ciesielski. Roll call of Commissioners: Ciesielski aye, Hinz aye, and Pisarski aye. All in favor. Motion carried.
Hinz motioned to return to open session at 5:13 p.m., seconded by Ciesielski. All in favor. Motion carried.
Due to the decision of the Town to change insurance carriers and the District to seek out their own insurance coverage, Crawford had researched and requested quotes on several different insurance plans. A comparison was then compiled between our current carrier, CompCare Blue, and United HealthCare showing a considerable premium savings by enrolling with United HealthCare. Ciesielski motioned to accept United HealthCare for the District's personnel insurance effective January 01, 2007, seconded by Hinz. All in favor. Motion carried. Pisarski signed the Benefit and Premium Confirmation and a letter to Chairman Langmesser explaining the District's decision to terminate insurance coverage with CompCare Blue and United Wisconsin Group which is administered by the Town effective December 31, 2006.
Kelly Crawford had been interviewed during closed session for the part-time Accounts Clerk position that is being vacated December 29, 2006. Kelly is the Administrator's daughter and has been working for the District as a temporary worker since July 2003. Ciesielski stated that due to his long standing friendship with the Administrator he would like to recuse himself. Hinz motioned to hire Kelly Crawford immediately as the permanent part-time Accounts Clerk with a probationary period of six (6) months, starting at $12.50/hour, seconded by Pisarski. Pisarski and Hinz in favor, Ciesielski recused. Motion carried. All three Commissioners along with Kelly signed the Accounts Clerk Agreement.
Ciesielski motioned to adjourn at 5:20 p.m., seconded by Hinz. All in favor. Motion carried.
