Commissioner Ciesielski called the meeting to order at 4:33 p.m. following the Public Hearing on 2006 Budget.
Present: Commissioners Ciesielski, Hinz, and Pisarski
Absent: None
Also Present: Jim Steffens, Steffens Insurance; Lynn Tamblyn, WRCSD; Duane Erickson, Operations Superintendent; and Debbie Crawford, AdministratorMinutes from the September 14, 2005 meeting were approved as printed on a Hinz/Pisarski motion. All in favor. Motion carried.
Tamblyn reported that the treatment plant is scheduled to come on-line by the end of October. Tamblyn reiterated that four years ago a facilities study was done and there has not been any change to the rate increase projection of .12/year for four years to reach $2.02/1,000 gallons. The fourth increase has not yet been implemented and it is possible it will not be, however, that would be the last of the scheduled increases.
Ciesielski questioned the status of the commissioner badges. Hinz stated that he ordered three badges two weeks after the August meeting and was told he would received them within five to six weeks. When Hinz checked Monday prior to this meeting he was told they expected the badges the next day.
Jim Steffens of Steffens Insurance presented each Commissioner, the Administrator, and Operations Superintendent with an insurance proposal for 2006. The District is currently insured with Steffens, however there will be a change from General Casualty to the GEMS-PAK PROGRAM (Government & Emergency Medical Services - PAK) underwritten by the Continental Insurance Company which is "A" rated.
Steffens explained the insurance proposal, answered questions, pointed out the benefits of GEMS-PAK and the differences between GEMS-PAK and the insurance that was presented at the August Commissioner Meeting. It was recommended that the District obtain an appraisal of the municipal building that could be used for replacement cost not only for the 2006 insurance, but also in years to come.
Ciesielski directed Erickson to review the portion of the proposal that would pertain to operations, Crawford to do the same with the administrative portion and the cost of the municipal building, Pisarski and Hinz to review the commissioner liability section and next month report back with comments and a decision will be made.
Crawford stated a letter had been received from Jahnke & Jahnke Associates Inc. on behalf of Curt Sommer, developer of Golden Meadows at Lake Tichigan #3, requesting a Letter of Credit Reduction. A letter had also been received from Warren Hansen, our Engineer, supporting a reduction of $120,000 while retaining the guarantee amount of $5,000. Hinz motioned that Letter of Credit No. 092804-2 be reduced to $5,000, second by Pisarski. All in favor. Motion carried.
Resolution 0506, Resolution Accepting Sole Ownership of Sanitary Sewers in Golden Meadows at Lake Tichigan #3, was accepted on a Pisarski/Hinz motion. All in favor. Motion carried.
Erickson reported that they are currently working with Great Lakes TV & Seal to rehab seven manholes and one lift station.
Ciesielski explained to the Commissioners what action he has taken regarding a verbal complaint from Mr. Senft who lives on Cherry Lane. Senft has spoken to Ciesielski asking his opinion on damage to Cherry Lane that he feels was caused by the sewer that was installed in 1988. Erickson provided Ciesielski a copy of the as-built map showing the sewer location to be on the opposite side of the road from where Senft is claiming the damage to be. Senft is not satisfied with the information Ciesielski has provided him with. Erickson will mark with green paint where the sewer is and request a Diggers Hotline ticket for other utilities to do the same.
