May 11, 2005
Commissioner Ciesielski called the meeting to order at 4:30 p.m.
Present: Commissioners Ciesielski, Hinz and Pisarski
Absent: None
Also Present: Lynn Tamblyn, WRCSD; Jeff Cornelius; Duane Erickson, Operations Superintendent; and Debbie Crawford, AdministratorPisarski motioned to approve the minutes from the April 13, 2005 meeting as printed, second by Ciesielski. Pisarski and Ciesielski in favor, Hinz abstained due to not being on the Commission during the April 13, 2005 meeting. Motion carried.
Tamblyn did not have anything to report on WRCSD.
Jeff Cornelius appeared to request permission to encroach on the sanitary district easement with a proposed deck which will be attached to his house located at 4400 N. River Bay Road. There is currently a deck in place on the second story level of his residence and Cornelius would like to have the deck replaced. Cornelius had received a zoning permit from the Racine County Zoning Board of Adjustment, however the permit has since expired and he is re-applying. Erickson and the Commissioners viewed the survey, easement, and paperwork showing prior approval for the deck. Ciesielski clearly stated that if there was any work to be done on the sewer which would cause damage to the deck the district would not be responsible for such. Cornelius acknowledged agreed to this. Pisarski motioned to approve encroachment on the sanitary district easement with the deck as presented on the drawing, second by Hinz. All in favor. Motion carried.
Hinz motioned to adopt Resolution 0503 Resolution Increasing Sanitary Sewer Connection Charges, second by Pisarski. All in favor. Motion carried.
Pisarski motioned to adopt Resolution 0504 Resolution Acknowledging the Revised Boundaries of the Territory Added to the Town of Waterford Sanitary District on August 9, 2004, second by Hinz. All in favor. Motion carried.
Due to a new Commissioner being elected there was an appointment of officers. Hinz motioned to appoint Pisarski to the position of Treasurer and Hinz to the position of Secretary effective June 01, 2005, second by Pisarski. All in favor. Motion carried.
Erickson stated that he has been working with Jeff of Great Lakes TV & Seal to begin the grout dam on Idlewood Lane tomorrow, however due to the predicted rain they will now have to wait. Pave-Tech, Inc. turned in a bid for roadway repairs to Idlewood Lane in the amount of $2,876.00. Pave & Seal did not turn in a bid by the deadline. Erickson said the sanitary district personnel will put in the drainage culvert. Pisarski motioned to accept the bid from Pave-Tech, Inc. in the amount of $2,876.00 to repair Idlewood Lane as the drawing indicates within thirty (30) days after completion of the grout dam, second by Hinz. All in favor. Motion carried.
Ciesielski gave Hinz, as a new commissioner, an orientation as to how the sanitary district operates. Ciesielski explained how the meetings are set-up beginning with items that can be placed on the agenda and the deadlines for such, approval of the agenda, and then forth into how the meeting is conducted. Ciesielski explained that Debbie Crawford is the Administrator and is the person that manages the offices and takes care of the majority of the sanitary district business. Duane Erickson is field operations and is completely in charge of everything that goes on in the field. Erickson appears at the monthly meeting to present the operations and maintenance report. Ciesielski states that the Commission respects and is aware of the State of Wisconsin Ethics Law which states the commissioners are not to accept any gifts, or any favors from anybody that business is conducted with that could benefit by influence. There is a $1,000 fine per incident on both sides should this law be breached.

Pisarski motioned to adjourn at 5:03 p.m., second by Hinz. All in favor. Motion carried.
